Farm Pond Subsidy in Tamil Nadu — MGNREGA, PMKSY & State Schemes 2026

    தமிழ்நாட்டில் பண்ணை குளம் மானியம் — MGNREGA, PMKSY & மாநில திட்டங்கள்

How Tamil Nadu farmers can get government subsidy for farm pond construction in 2026. MGNREGA rates, PMKSY components, district contacts, and step-by-step application guide.

Published 6 May 2026 · 9-minute read · By VSK Siva Contractors team

Most Tamil Nadu farmers don't realise just how much government money is on the table for farm pond construction in 2026. Between MGNREGA, PMKSY, and several state schemes, a small or marginal farmer can often get 80-100% of the cost reimbursed. Here is the practical, district-level guide we use ourselves when we help customers apply.

The three subsidy schemes that matter

    1. MGNREGA — workhorse for small farmers

Under MGNREGA, the panchayat-level convergence scheme funds farm ponds as water-conservation works. The rate in many TN districts is approximately ₹2 lakh per pond for a standard 30 ft × 30 ft × 8 ft pond, with district variation. The labour component is paid as wages to the farmer's family or local workers (whoever digs); the materials component covers earthwork machinery and bund construction. Tirupattur district reportedly excavated 1,556 ponds in 30 days under this scheme — the demand is real and so is the disbursement.

Most active districts in 2026: Tirupattur, Salem, Dharmapuri, Krishnagiri, Erode, Tiruvannamalai, Vellore.

    2. PMKSY (Pradhan Mantri Krishi Sinchayee Yojana)

PMKSY's "Per Drop More Crop" component covers on-farm water management — including farm ponds, recharge structures, and drip/sprinkler systems. Subsidy rates are 50% for general category and 65% for SC/ST/small farmers. Applies to ponds larger than the MGNREGA standard size and integrates with broader irrigation projects.

    3. State agricultural department schemes

Tamil Nadu's Department of Agriculture and Farmers' Welfare runs additional water-conservation schemes that often top up MGNREGA / PMKSY. The state's "Tamil Nadu Innovative Agricultural Practices" (TNIAP) and "Comprehensive Agricultural Development" programs include farm pond components. Karnataka has equivalent schemes via the Department of Agriculture and Watershed Development for Bangalore Rural, Mysuru and Mangaluru farmers.

    Step-by-step: how to actually apply

    1. Visit the block agricultural office (Vivasayigal Vatangu Mayam) for MGNREGA + state schemes, or the block development office for PMKSY. Carry: patta / chitta, Aadhaar, bank passbook, sketch of where you want the pond.
    2. Get the application registered and obtain a receipt. Note the file number — you'll reference it throughout.
    3. Site survey by a junior engineer (JE) from the agricultural department or panchayat. Typically 2-4 weeks after registration.
    4. Approval letter with the sanctioned size, BOQ (bill of quantities), and disbursement schedule. 4-8 weeks from registration.
    5. Hire a contractor to do the actual digging. We can take this on — we work with the engineer's BOQ and deliver to spec. We've completed dozens of MGNREGA + PMKSY ponds across TN.
    6. Inspection + payout. The JE inspects on completion. Funds disburse to your bank account in 2-4 weeks post-inspection.

What we (VSK Siva) do for subsidy customers

    • Free site visit to assess feasibility before you apply
    • Site sketch and rough BOQ to take to the block office
    • Coordination with the JE during site survey
    • Construction to scheme spec — bunds, inlet/outlet, depth profile
    • Photo documentation for inspection

The contractor portion of the paperwork is what we do; the application itself is your visit to the block office (and that's the only way to do it — there's no "agent" shortcut, regardless of what middlemen tell you).

    Common mistakes to avoid

    • Starting work before approval. Pre-built ponds are usually ineligible. Wait for the sanction letter.
    • Building bigger than sanctioned. Subsidy is paid for the approved dimensions only. Excess is your cost.
    • Skipping the photo log. Pre-construction, mid-construction, and post-construction photos are required for inspection. We document for you.
    • Falling for "agents" who promise faster approval for a fee. These are scams. Approval depends on the JE's site survey, not bribes.

    Bottom line

If you have ≥ 1 acre of agricultural land and you've never built a farm pond, the math almost always favours applying. Subsidy + free water security + ability to fish-farm for extra income = clear win. The only thing standing between you and a fully-funded farm pond is one visit to the block office. Then call us for a free site visit to plan the construction. See our farm pond excavation page for full service details.

    FAQ

01Can I get government subsidy for a farm pond in Tamil Nadu?

Yes. The two main schemes are MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) and PMKSY (Pradhan Mantri Krishi Sinchayee Yojana). Many TN districts also run state-specific top-up schemes. Subsidy can cover 50-100% of construction cost depending on landholding category and scheme.

02How much does MGNREGA pay per farm pond?

Approximately ₹2 lakh per farm pond in many TN districts (rates vary district to district and are revised annually). Tirupattur, Salem, Dharmapuri and Krishnagiri have been particularly active — Tirupattur reportedly excavated 1,556 farm ponds in 30 days under MGNREGA. The block office maintains current rates.

    03Who is eligible?

Small and marginal farmers with valid pattas / land documents are typically the highest-priority category. SC/ST farmers and women-headed households often get higher subsidy rates. The land must be non-irrigated or partially irrigated — fully irrigated land is sometimes excluded.

    04How do I apply?

Visit your block agricultural office (Vivasayigal Vatangu Mayam) or block panchayat with your patta, Aadhaar, and a sketch of where you want the pond. They register your application, conduct a site survey, and approve the scheme. We help farmers with the contractor side of the paperwork — site sketches, BOQ (bill of quantities), and the construction itself.

05Can I apply if my pond is already partially built?

Generally no — schemes fund new construction. However, expansion / deepening of an existing pond may qualify under specific water-conservation programs in some districts. Best to check with your block office before starting work.

    06How long does approval take?

Typical timelines are 4-8 weeks from application to approval, plus 1-3 weeks for site survey scheduling. Districts with active schemes (Salem, Krishnagiri, Tirupattur) often move faster. Construction itself takes 2-3 weeks once approved.
